Well there are dozens of programs, Adobe Photoshop, Pixel and Gimp are some.
I use Photoshop myself, just look for good fonts available free and in the bunches.
Also get some cool brushes and add ons you find around.

Absolutely, htttp://www.dafont.com has a shit ton of free fonts, although most are cheesy, there are some gems on there.
